The conditions for using the Youth Employment Voucher will be eased through regulatory amendments entering into force on 1 July 2026, approved by the Government on 25 June 2026. The aim is to broaden the target group for the voucher and make its use easier by increasing the discretion of the employment authorities.
Employment authorities will in future be able to grant the state subsidy not only to companies but also to associations and foundations. They will no longer be required to engage in economic activity. In addition, the required duration of the employment relationship for a young person hired with the Youth Employment Voucher has been shortened from six months to three. The requirement concerning the length of the young person’s unemployment has been removed entirely from the eligibility criteria.
“These are welcome changes that will hopefully provide young people with more opportunities to enter and attach to working life, as well as to gain valuable work experience,” says Satu Saarela, Coordinator of Youth Employment Services at BusinessOulu.
The Youth Employment Voucher supports young people’s employment by temporarily reducing recruitment costs for employers. The subsidy granted to the employer covers up to half of the young person’s wages, but no more than 1,500 euros per month.
